    The Town of Richland Town Board has scheduled a “BID” opening for the Haldane Pavilion project for Thursday January 24th 2019 at 4:00pm in the Grand Jury Room of the H. Douglas Barclay Courthouse Pulaski, NY. Also at this time, the Board will discuss the naming of a New Town Attorney.  The public is invited to attend.

There will not be a Town of Richland Water Advisory Board meeting on January 1, 2019. The next meeting will be on Febuary 5, 2019 at 6:00pm in the H. Douglas Barclay Courthouse.

2019 Tax Bills

As most of you know, the 2019 Town and County Tax bills are out. The County broke things down a little on the bills this year and it may be a little confusing.

The bills are broke down stating the verbage:
Townwide General
Townwide Highway
Outside Village General
Outside Village Highway

No, you are not being taxed more because you live outside of the Village, and no, you are not being taxed for highway twice.

The best way that I can explain this is:

Townwide is, Everyone that lives within the ENTIRE Town of Richland
Outside Village is, Non-Village Residents, outside the Village limits.
Village is, Resident is within the Village limits (they paid their taxes on the Village tax bills in July)

It is the same taxes that you have always paid, nothing is different except the way the County broke them down on the Tax Bills this year. If you compare last years bill with this years, with the exception of special districts (lighting, water, and fire), the bottom line is about the same.

On a good note. The Town tax levy has gone down 2.02%

The County tax levy has increased 1.2%

I hope this clarifies this a little.

TOWN OF RICHLAND 2019 FISCAL YEAR BUDGET DECREASE

The Town of Richland Town Board members are pleased to announce that there is a 2.02% reduction in the 2019 Tax Levy effective in January of 2019.

The Total Tax Levy for all “Working Funds” in  the 2018 Fiscal Year Budget was $1,706,306.62. The Total Tax Levy for all “Working Funds” in the 2019 Fiscal Year Budget was $1,671.848.20.

The Total Working Fund Appropriations needed to operate the Town of Richland, not including Special Districts Appropriations, for the fiscal year of 2019 was established at $2,817,858.74.  The combination of “Estimated Revenues to Collect” and the “Applied Fund Balances” for these working funds totaled $1,146,010.54.

Special District Tax Levies include 5 Water Districts, 2 Lighting Districts and 2 Fire Districts.  Special District taxes are assessed to only those taxpayers who receive a service benefit from that district.

The 2019 Fiscal Year Budget was adopted on November 20th, 2018 at a special Town Board meeting held in the Town Offices at 7:00 p.m. in the H. Douglas Barclay Courthouse.  The Appropriation Grand Total of the 2019 Fiscal Year Budget for all funds (including Special Districts) is $4,158,411.89 and the Grand Total of Taxes to be Levied (raised) in Taxes is $2,630,954.91.  

All Town residents are invited to review the 2019 Town Budget at any time.  Town Board members appreciate Town Residents involvement in the Town Government processes.
